In order to allow adequate time for public input and for environmental
issues to be identified, preliminary engineering and environmental
studies are expected to continue for several years. A key interim
milestone will be the determination of reasonable alternatives.
The schedule for this may be dependent upon concurrent environmental
and transit alternative studies.
